An electric utility shall make Web energy metering available to qualified purchaser-turbines on a primary-appear, to start with-served foundation right up until the sooner of either: (i) June 30, 2029; or (ii) the primary date on which the cumulative building capacity of net metering programs equals 4 p.c with the utility's peak demand through 1996
